Opportunities to implement any policies for the integration of minorities and refugees were severely limited. By the end of 2017, a number of restrictive legislative amendments affecting human rights were proposed and adopted, some of which were later repealed following international criticism. Incitement to hatred, discrimination, and violence against certain vulnerable groups in Bulgarian society continued with impunity.
