This report has been prepared pursuant to Article 3, paragraph 2 of the Asylum and Refugees Act and in accordance with Article 3.3 of the Agreement between the Bulgarian Helsinki Committee and the UNHCR Representation in Bulgaria of 15 January 2015.<\/p>\n
The report is based on monitoring focused on the institutional framework and the factual interaction between various state authorities, as well as on the legal and practical standards for conducting procedures established in national asylum legislation, and their compliance with widely recognized principles of international protection and the general legal standards in the field of asylum of the European Union (acquis communautaire).<\/p>\n
From 1 January to 31 December 2015, monitoring was carried out regarding a total of 529 procedural actions in the transit centers (TC) and registration\u2013reception centers (RRC) of the State Agency for Refugees at the Council of Ministers, monitoring of decisions issued on applications for protection, and monitoring of the quality of judicial proceedings reviewing appeals against decisions of the State Agency for Refugees (SAR).<\/p>\n
The monitored procedural actions correspond to the same number of asylum seekers, of whom 336 were men, 126 women, 19 children, and 48 unaccompanied minors.<\/p>\n
The types of procedural actions monitored included 87 registrations (48 at TC-Pustrogor, 0 at RRC-Harmanli, and 50 at RRC-Sofia), 119 Dublin interviews (17 at TC-Pustrogor, 54 at RRC-Harmanli, 23 at RRC-Sofia, 4 at RRC-Voenna Rampa, and 5 at RRC-Vrazhdebna), 19 accelerated procedure interviews (7 at TC-Pustrogor, 9 at RRC-Harmanli, and 1 at RRC-Voenna Rampa), 132 regular procedure interviews (24 at TC-Pustrogor, 67 at RRC-Harmanli, 4 at RRC-Sofia, 4 at RRC-Voenna Rampa, and 1 at RRC-Vrazhdebna), 114 decisions of SAR on submitted applications for international protection, and 58 court hearings on appeals against SAR decisions.<\/p>\n
