{"id":48782,"date":"2025-07-09T16:17:57","date_gmt":"2025-07-09T13:17:57","guid":{"rendered":"https:\/\/bghelsinki.org\/arrest-as-media-spectacle-bhc-expresses-concern-over-the-events-surrounding-and-following-the-detention-of-the-mayor-of-varna\/"},"modified":"2025-07-31T17:13:43","modified_gmt":"2025-07-31T14:13:43","slug":"arrest-as-media-spectacle-bhc-expresses-concern-over-the-events-surrounding-and-following-the-detention-of-the-mayor-of-varna","status":"publish","type":"post","link":"https:\/\/bghelsinki.org\/en\/arrest-as-media-spectacle-bhc-expresses-concern-over-the-events-surrounding-and-following-the-detention-of-the-mayor-of-varna\/","title":{"rendered":"Arrest as Media Spectacle: BHC Expresses Concern Over the Events Surrounding and Following the Detention of the Mayor of Varna"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">The Bulgarian Helsinki Committee (BHC) expresses serious concern regarding the account given by <a href=\"https:\/\/www.facebook.com\/BlagomirKotsevOfficial\/posts\/pfbid02ZBStfpYjwHeYTf9F3ZamJUGcMWS2b2zhVFpwuVCUyhws5bqLyfr5Kurkuq3xzL7Fl\" target=\"_blank\" rel=\"noreferrer noopener\">Kamelia, the wife of the Mayor of Varna<\/a>, Blagomir Kotsev, about the actions of state authorities during the search and detention at their home on June 24, 2025.<\/p>\n\n<p class=\"wp-block-paragraph\">The reported circumstances raise well-founded concerns about violations of fundamental rights protected by the Constitution of the Republic of Bulgaria and international human rights standards:<\/p>\n\n<ul class=\"wp-block-list\">\n<li><strong>Violation of the right to privacy and family life<\/strong> through the presence of small children and the denial of basic personal privacy for the mother;<\/li>\n\n\n\n<li><strong>Restriction of the right to legal defense<\/strong>, as the reported advice \u201cnot to call a lawyer\u201d directly contradicts core guarantees of a fair trial, including during the pre-trial phase;<\/li>\n\n\n\n<li><strong>Lack of humane treatment during the investigative actions<\/strong>, including towards a nursing infant who, according to the account, was subjected to physical and emotional discomfort;<\/li>\n\n\n\n<li><strong>Excessive and theatrical use of state resources<\/strong>, where authorities are expected to act with respect for human dignity and the presumption of innocence.<\/li>\n<\/ul>\n\n<p class=\"wp-block-paragraph\">Regardless of the nature of the investigation, the state has a duty to guarantee the rights of all individuals, including their families, and to avoid actions that create the perception of abuse of power or targeted repression.<\/p>\n\n<p class=\"wp-block-paragraph\">The BHC is also concerned about the media coverage by a leading television network, which just hours after the arrest gave significant airtime to the manager of a company that had won numerous public contracts under the previous municipal administration in Varna. This individual publicly accused Mayor Kotsev of various violations and criminal acts.
