Human Rights in Bulgaria in 2000

Throughout 1999, Bulgaria was governed by the Union of Democratic Forces. The government continued to declare its commitment to advanced European human rights standards. In two internationally publicized reports — that of the European Commission from October and that of the rapporteurs of the Parliamentary Assembly of the Council of Europe from January 2000 — Bulgaria received a relatively positive assessment of the overall human rights situation. In both reports, the abolition of the death penalty in Bulgaria in December 1998 was highlighted as one of the most significant positive developments.
