The formation of the GERB and “United Patriots” government led to a general deterioration of the public climate regarding human rights, interethnic, and religious tolerance. Opportunities to implement any policies for the integration of minorities and refugees were severely limited. By the end of 2017, a number of restrictive legislative amendments affecting human rights were proposed and adopted, some of which were later repealed following international criticism. Incitement to hatred, discrimination, and violence against certain vulnerable groups in Bulgarian society continued with impunity. Cooperation between the authorities and non-governmental organizations, particularly those focused on human rights, worsened.
