This annual report is based on monitoring focused on the institutional framework and the factual interaction between various state authorities, as well as on the legal and practical standards for conducting procedures established in national asylum legislation and their compliance with widely recognized principles of international protection and the minimum legal standards in the field of asylum of the European Union (acquis communautaire).
From 1 January to 31 October 2014, monitoring was carried out regarding a total of 410 procedural actions in the territorial units of the State Agency for Refugees at the Council of Ministers, where procedural actions are conducted, namely — transit centers (TC) and registration–reception centers (RRC). The monitored procedural actions correspond to the same number of asylum seekers, of whom 260 were men, 96 women, 19 children, and 35 unaccompanied minors.
The types of procedural actions monitored included: 110 registrations (10 at TC-Pustrogor, 20 at RRC-Harmanli, and 110 at RRC-Sofia), 132 Dublin interviews (45 at TC-Pustrogor, 25 at RRC-Harmanli, and 62 at RRC-Sofia), 9 accelerated procedure interviews (1 at TC-Pustrogor, 2 at RRC-Harmanli, and 6 at RRC-Sofia), 129 regular procedure interviews (33 at TC-Pustrogor, 63 at RRC-Harmanli, and 33 at RRC-Sofia), and 30 negative decisions of the State Agency for Refugees on submitted applications for international protection.
