Human Rights in Bulgaria in 2003

Throughout 2003, Bulgaria was governed by the coalition government of the National Movement Simeon II (NDSV), led by the former Bulgarian monarch Simeon Saxe-Coburg-Gotha, and the Movement for Rights and Freedoms, the political party supported by the majority of Bulgarian Turks, some Bulgarian-speaking Muslims, and part of the Roma community. In October–November, elections for local government bodies were held, which were free and fair. In these elections, the ruling NDSV failed to consolidate its success from the parliamentary elections and won significantly fewer seats than its position as the largest parliamentary political force would have suggested.
